WANTED – REAL ESTATE APPRAISERS!
The Quebec Order of Real Estate Appraisers (OEAQ), the Appraisal Institute of Canada (AIC) and Public Works and Government Services Canada (PWGSC), in collaboration with UBC and an appraisal firm in the Maritimes, are implementing a project aimed at harmonizing PWGSC building valuation and measurement guidelines, based on three different standards published by BOMA over the past 10 years.
The objective is to derive a guiding principle from the BOMA methods of measurement to be used by appraisers in determining the real floor area of offices and premises so that market rental rates can be determined using the same basis for calculation. The methodology developed in the guiding principle should allow the appraiser to decide which BOMA method of measurement is most appropriate for a given building, and to determine whether modifications should be made in cases where the methods of measuring between the subject and the models used for comparison are not symmetrical.
The guidelines that will be developed will orient the appraiser's work so that it complies with OEAQ and AIC professional standards.
PWGSC's objective is to guide the work of appraisers who respond to this type of mandate by ensuring professional standards for the processing and presentation of information.
The project is expected to get underway in November 2016 and to conclude in March 2017.
Project Structure
AIC will coordinate the work, while the Order will recruit a project manager to represent OEAQ and to manage the project. That individual must be bilingual and familiar with BOMA regulations and methods of measurement. This will be a paid position and will require approximately 150 hours of work over a 4 to 5-month period.
The Order will also establish its own sub-committee to analyze the proposed guidelines and to ensure that they comply with the rules applicable in Quebec.
The role of the project manager selected by the Order will be to:
- Participate in meetings in Ottawa with PWGSC, AIC and the consultant;
- Ensure that the guidelines drafted by the consultant comply with the professional standards (NPP) of the Order;
- Present the work to the special OEAQ committee for approval.
Most likely the English versions will be studied during the project, but the final version will be translated prior to approval by the OEAQ.
